Obtaining the Digital Nomad Visa for Italy in 2024: Requirements Explained

Are you a remote professional dreaming of living la dolce vita while working from Italy? The Italian government has opened its doors to digital nomads with a new visa aimed at highly skilled non-EU workers. After nearly two years in the making, the rules and requirements for the Digital Nomad Visa were approved by four ministries, allowing eligible applicants to legally work remotely from the Mediterranean paradise starting in 2024.

After nearly two years of waiting, highly skilled workers will finally be able to get residence permits and work remotely in the beautiful European country.

Relocating one’s office to Italy is now a possibility. These so-called “highly skilled” workers will be eligible to apply for a special residence permit if they want to work remotely from Italy. This opportunity is reserved for those non-EU citizens, often referred to as “digital nomads,” who are mostly professionals, freelancers, or even employees combining their work with a passion for travel by moving their workplace to different countries. After patiently waiting for almost two years, Italy is also opening its doors to digital nomads with the approval of rules and requirements by four ministries to obtain the “Digital Nomad Visa in Italy” to work remotely.

Who Qualifies as a Digital Nomad?

The implementing decree signed by the Interior, Foreign Affairs, Tourism, and Labor ministries defines a digital nomad as a non-EU country citizen who performs highly qualified work using technological tools that enable them to work remotely. This applies whether they are a self-employed worker, a collaborator, or an employee of a company, even if not residing in Italy. To carry out this activity in the country, entry and stays exceeding ninety days are permitted outside the annual quotas set for non-EU workers. For entries and stays less than ninety days, the issuance of an entry visa and residence permit renamed “Digital Nomads” will still be required. No provisional clearance is needed for entry as a digital nomad (professional or self-employed worker), just as for the entry of a remote worker (company collaborator or employee).

Refusal of Digital Nomad Visa in Italy

The visa can be refused if already issued and can be revoked if the employer or client residing in the State’s territory has been convicted in the last five years, even with a non-final judgment. This includes convictions adopted after the application of a penalty, even reduced to one-third, and if custodial, not exceeding a maximum of 5 years of imprisonment.

Italy Digital Nomad Visa 2024 Requirements

To obtain the coveted digital nomad visa Italy in 2024, applicants must meet certain criteria:

  • Annual income of at least €27,900 (around 3x the minimum for exemption from healthcare costs)
  • Comprehensive health insurance valid in Italy for the entire stay
  • Proof of remote work/digital nomad experience of minimum 6 months
  • Clean criminal record related to human trafficking, illegal immigration, etc.

Entry and stay of digital nomads are allowed for workers who have an annual minimum income not less than three times the minimum level required for exemption from participation in healthcare expenses, which amounts to slightly less than 28,000 euros per year. The digital nomad must still have health insurance for medical treatment and hospitalization valid for the national territory and for the entire period of stay. They must also demonstrate, with documents or otherwise, their place of residence and prove they have gained at least six months of work experience to be carried out as a digital nomad or remote worker.

Documents Needed to Request a Digital Nomad Visa in Italy

The digital nomad must apply for the visa to the competent diplomatic-consular office, presenting a declaration signed by the employer, accompanied by a copy of their identification document. In the self-certification, the worker must also attest to the absence of convictions in the last 5 years for offenses of facilitating illegal immigration to Italy and illegal emigration from Italy to other States, or for offenses related to the recruitment of people for prostitution or exploitation of prostitution or minors for use in illicit activities, or even for illicit intermediation and exploitation of labor. However, diplomatic-consular offices will carry out random checks on the declarations, also contacting the competent police headquarters.

Issuance of the Residence Permit

The residence permit must be requested directly from the police headquarters of the province where the foreigner is located within eight working days of entry into Italy and is issued only with “advanced technology means,” as stated in the decree. The permit will bear the inscription “digital nomad – remote worker.” It will be valid for a period not exceeding one year and can be renewed annually if the conditions and requirements that allowed its issuance persist. The foreigner must, however, present the documentation submitted at the time of the visa application, endorsed by the diplomatic consular representation. Digital nomads are allowed family reunification, and family members may be issued a residence permit for family reasons with a duration equal to that issued to the worker. The police headquarters will then communicate the issuance of the residence permit, transmitting a copy of the employment or collaboration contract, also electronically, to the Territorial Labor Department.

Social Security Coverage and Assistance in Italy

For foreigners who transfer their workplace and are subject to the social legislation of a third country, bilateral agreements on social security between Italy and the country of origin will apply if they are signed. In the absence of such agreements, the social security and insurance coverage provided by Italian legislation will apply for the entire duration of the residence permit.

Obtaining an Italian Tax Code and VAT Number

Digital nomads and remote workers will need to obtain an Italian tax code. Digital nomads can request the allocation of a VAT number from the Revenue Agency, which will have already received communication of the visa issuance from the police headquarters. The worker will always be subject to the rules currently in force for tax obligations, with the Italian Tax Authority having the possibility to activate the exchange of information with other countries regarding the tax reliability of the digital nomad. If violations of tax provisions of the tax system are then ascertained, the Agency will directly communicate the worker’s position electronically to the police headquarters that issued the residence permit.
